List the account's In-App Signup deep links

wa.me/<number>/signup/<id> opens an opt-in screen inside WhatsApp: the customer reads the business's own sentence, taps subscribe, and Meta sends the confirmation message.

Refreshed from Meta on every call, because a signup can also be created or disabled in Business Manager. When Meta is unreachable the local mirror is returned with meta.stale = true.

NEVER PRUNES, unlike the QR list. A signup cannot be deleted at Meta — only disabled — so "absent from this page" means "further down the list". Dropping the row on that reading would discard the phone number the link was printed with, which Meta does not store and cannot give back. Admin-gated (Channel view).
