List WhatsApp message templates

Every message template on this WhatsApp channel's Business Account, with its review status and parsed structure (header / body / footer / buttons). Powers the in-panel template manager so admins never open the Meta WhatsApp Manager. Admin-gated (Channel view); the channel must be a WhatsApp channel.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).

Authenticated but not allowed.
